I encourage you to add “plans that support TMDL implementation and nonpoint source nine-element watershed plans” to the list of pre-existing plans and programs that the GLRI is intended to support (on page 11). These plans are a part of “building on past progress and integrating with current programs” and are already mentioned as priorities for funding in the “Nearshore Health and Nonpoint Source Pollution” section of the current GLRI Request for Proposals. Based on a previous announcement, I understand comments are being taken until January 8th. I respectfully request at least a 30 day extension to this comment period. Many folks are preoccupied with the holidays and taking time off — this is not a good time to solicit public input. Additional time would allow us to outreach on this issue to our network of nearly 2,000 community based groups and advocates around the Great Lakes region in addition to providing countless other individuals and organizations the opportunity to review the plan and craft thoughtful input.
